SP Startup takes 20+ minutes

There is absolutely nothing in 2.6 that changes startup time in that way. If you can't load metadata of even that size in about 2 minutes or so, you have a ridiculously under-resourced box or an environmental bug.

You can fix the box, use the IdP-only aggregate from InCommon, or turn off signature validation for the backup file.

I would tend to doubt whatever is broken has anything to do with metadata at all.
