SP Startup takes 20+ minutes

I understand that perspective.

What we are finding is that admins responsible for security
patching are restarting production servers about once a week
or so to pick up kernel patches. They are not as familiar with
the Shibboleth SP or what it is doing as someone like me and
so a multi-minute startup is viewed as problematic.
