SP Startup takes 20+ minutes

I'm not sure that RFE alone will do it, unfortunately, since any given restart could end up getting a new copy of the file. I guess if you assume that doesn't happen much because of when they're patching it would help.

There was the useful suggestion before of doing the initial load from the backup and then triggering a refresh in the thread, which combined with this change, would pretty much address the startup delay. But that's also not trivial.
