I was looking at the branch and the commits and realized that the WiX file on the 3.1.1 tag has the old 3.1.0.1 version in the installer file, I guess because that's getting changed post-tag?

We should ideally try and get the WiX versions fixed up before the tag and be able to generate the actual package off the original tag. That should be possible, right? We just need to bump the WiX version and set it to the expected value ahead of the release?

I announced the security service release. May as well be consistent and just note that it's out there.
