Branch made, fix merged tested, new installer built and tagged.

3.1.1.2 is on its way up to my account.  ETA about 30 minutes from now.  

Can someone move this over to the distribution page.  Obviously this time we
need to keep the service release number in the file (2).

Do we need to make an announcement?  Or do we just people people pick it up
from now on?  I'll note that running this on top of a 3.1.1[.1] install with
detritus left over from 3.0.0 will see things cleaned up,
