It strikes me that this is begging for a Jira case.

We are talking about making a change sometime in the future and although
it's under discussion right now I won't guarantee to remember it when the
time comes to consider the next big release; OTOH this feels important
enough to consider seriouisly at that time, but not big enough to put into
the workplan.

That of course then begs the meta questions of where to put the case and
whether we need to introduce targets for something this far out.
