Since we don't even know if we're going to do it, doesn't seem like it
should go in the workplan yet either.

Yeah, it's cross-project.  I guess we could just put it into one or the
other.  Or I suppose we could make a new Jira project called DESIGN or
something, to track discussion of potential cross-cutting design
topics.  But we also don't want to proliferate Jira projects
unnecessarily.
