UKf has 82 SPs without SAML 2 support, which is about 8.2%. It's getting slowly better, as the team have been pressing for uprades for some time. But it's not dropping as fast as we'd like, no.

Something like 8 of those are (we think) Shibboleth 1.3, another 15 or so are Shibboleth 2.x deployments which for one reason or another have chosen not to advertise SAML 2 capability. The rest are all non-Shibboleth systems, mostly older OpenAthens SP at a handful of large publishers. Unfortunately, that's a pretty "stable" market segment and additionally a primary use case for the UKf. Very few UKf IdPs can get away without back-channel support until that deployed base turns over.
