This ties in to other things like the generation of metadata and the
idp-tls.p12 file.

In theory I'd be glad to see that happen, the more so since this is for the
naïve user.  OTOH I have a feeling that the UK federation (who are probably
a major consumer) still has a grotesque overhang of SAML1 only SPs and I
don't see that number dropping as fast as anyone would like.
