I haven't used it, but I've heard of at least one other project that leverages "Crowdin" to manage the content of such translations:

Has a mechanism for you (developers) to register new messages needing translation, etc. 

Not an endorsement of the product, per se, but sharing to address the "I'm not really aware of...".

And I'd presume that the translations would be an add on, not necessarily something ShibDev would support (other than creating the framework for it).
