I think the only likely way to pull that off would be to produce some specific example RelyingParty overrides in the file with some templated predicates that we define properties for. In other words, we can't do much with properties to actually create overrides since that's not just a simple property, but if we can figure out, probably over time, what those overrides really need to be to cover a lot of ground, then we can probably lay it out in a way that doesn't activate or affect anything until the properties are set to something that's going to trigger.
