For the record this is what I heard yesterday.

1) I will approach the UK Federation support guys to see how much of their
support load is helping people with the configuration of those parts of the
relying-party.xml as are relevant.  This will give us an idea of whether its
30-70 or 10-90 or (my guess) 5-95 people who will need to edit this.

2) Scott will pull together a fully native version of that file.

Modulo any surprises there we expect next week to go for a solution whereby

- Legacy relying-party.xml will still be parsed and supported.  There will
be limited additions made in support of V3 (they are already made)
- We will not support any break-out-to-beans in old style relying-party.xml
and the new installations will use the fully native version (with obvious
property replacement).

My hope is that by delegating some stuff to idp.properties, we can get the
proportion of people who need to look at that file right down, and further
those who do need to would probably have had to learn the beans syntax
anyway (since they would have been adding <beans/> statements).  Also I hope
we can make it relatively easy to do cut&paste editing.

Other places where we need to inject V3 Predicates (notably
attribute-resolver IDP-337) we will add an attribute with the bean name and
the bean can go into (for instance) global-user.xml
