schema conformance

Ian and I spent some time chatting about our (lack of) schema conformance
this morning which resulted in case IDP-404.  This is targeted at me since I
created most of the bogus files.

I'm going to postpone this one until I have case IDP-385 (relax the schema
to allow property replacement) done but a couple of cases immediately jumped
out at me.

Firstly some of the schema invalidity is in idp-attribute-cli.  Is this
still a valid project ? if so how many of the xml files in there are still
relevant?  I don't really want to spend time chasing my tail fixing
something which is redundant.

Another one is web.xml in idp-war (src/main/webapp/WEB-inf).  This declares
a namespace "http://java.sun.com/xml/ns/j2ee", whereas the namespace inside
the referred XSD, and that in the java-idp-testbed version of that file uses
"http://java.sun.com/xml/ns/javaee" I'm guessing that this is just finger
trouble, but I'd like to check before I fix it.
