Status of replacement of svn:externals

The only reason I didn't was because of all the others, don't feel
strongly about it.

I also obviously left the checkstyle model we're using alone, the configs
still point into svn. I think we might want to change that also, but it's
not as pressing, and I imagine we're less likely to want different
settings there (and it's not causing the problems the externals were/will).
