Neither. Even the failed renamed upgrade package that's been fixed didn't
do that.

Nobody has reported anything like that in the last week. It didn't do it
when I upgraded either, not on any test system or in production.

*That* is new. That file used to be overwritten, now it's saved. The rest
of the configuration files in /etc were already protected.
