Obviously, I can't comment on the feasibility of it but for comparison
I can say this:
- that number is a bit lower than was JISC and SWITCH currently
contribute so it's "in the ball park" of what similar organizations
are doing
- that number represented about 1FTE per annum and the Shib project
currently has about 2-2.25FTE of developers.

Not to sound like one of our Republicans right now, but I do wish that
we could broaden the base and have each organization pay less.  The
model you suggest for InC is different than what JISC and SWITCH do.
For them, its £100k directly out of their operational budget and I
don't think any one organization should have to pay that much
themselves.  I am incredibly grateful though that they've been willing
to do that so far.  If they handn't, this project would have died 2
years ago.
