[IdPv3] Packaging Java code for Linux Package Managers

Right, when I started thinking about this my goal was not "integration
in to system layout".  I was mainly looking at RPM/DEB for to get the
IdP in to a deployer's normal update process.  Then various people
suggested I look at deeper system integration and I just don't think
it will work.  Java has it's own concepts, assumptions, and
restrictions and some of those end up being effectively mutually
exclusive with Linux's.

So, I'm back to thinking the best outcome is where I started; getting
the software into the deployer's normal update process.
