The initial work is done and pushed to mainline. There is still test code committed and out of the box the code still runs from the classpath but this commits allows development of https://shibboleth.atlassian.net/browse/IDP-2002 to proceed.

To use this code

* Edit net.shibboleth.idp.test.flows.AbstractFlowTest

* Add the modules and test modules you want to invoke to the the MODULES field
* Modify and uncomment the code which pre-populates the idpHome we create with the vestigial contents of idp-conf main/test and idp-conf-impl test,

* Edit net.shibboleth.idp.test.TestEnvironmentApplicationContextInitializer

* Point idp.home and idp.webflows to the values it sets up and unpoint them from classpath

Note that modules are enabled after the idp-conf tree is pre-populated.

When everything is a module the kludge to preopulate idp.home must be removed. I’ll leave this case open and assigned to myself pending that,
