From comments in https://shibboleth.atlassian.net/browse/IDP-2002 it seems that this work isn’t needed for now.
Having done the work and hit all the roadblocks it threw up I’m not entirely comfortable that all of our tests run from a non standard IdP Home.
The flow tests are very artificial (for instance the inversion of creation order of app context and Web Context) so it leaving this one from the classpath sort of make sense (plus as you mentioned offline it tests that the flows at least do not write to idphome).
I do think that either the flows or the testbed should run from the filesystem - probably the latter and I’ll tryto remember to make this a topic for the next dev meeting.
Meanwhile I’ll leave the code to conjur up an idphome in place until we decide whether we want to us it elsewhere
