For posterity, the rough idea is, we don’t build xmltooling (only xmltooling-lite), opensaml, or any of Shibboleth except the agents and the -lite variants of various plugins, and then we adjust the Wix file to exclude all the missing binaries.

That’s mechanically sufficient I think, assuming an upgrade removes all the stuff that is no longer around.
