I’m struggling to work out the precise requirement - there doesn’t seem to be a right just a series of more or less wrong answer.

We don’t want to copy stuff willy-nilly people may have removed stuff from edit-webapp. Do we want to

* always update (as in if file doesn’t exist copy) /css and /images
* Just copy these two new files if they do not exist
* Something else?

I’ll start on the assumption that's its the first
