Rod Widdowson ( https://shibboleth.atlassian.net/secure/ViewProfile.jspa?accountId=59fb32bbc24efb3c4ed3c977 ) I guess the installer was written to handle edit-webapp by only creating anything in it for new installs? I think we just need to emulate some of the other directories and copy in the files one by one avoiding overwrites. Specifically it’s not populating the new placeholder.css or placeholder logo images on upgrades right now.
