Conflicts to resolve or work through:

* The resolver schema depends on the old shibboleth-security schema, and I think the metadata schema does also, so that’s a joint dependency. For now will park it under the shib-attribute-schemas module but may need to be revisited.
* idp-attribute-impl depends on idp-profile-api because there are RelyingParty dependencies within the Transcoder registry service implementation for generating activation conditions based on relying parties. I think we can fix this by indirecting the manufacture of conditions somehow and plug that manufacturing process in at the IdP layer. It may be that we end up with a RelyingParty-ish thing in the SP anyway and move it all down, but don’t know yet.
