For now, I’m setting up admin only repos, java-shib-metadata and java-shib-attribute, to house some of this code.

Initially I will remove the unrelated code, set up a new multi-module structure without the special parent submodules we used to use, and establish new artifacts. Then I will adjust the IdP dependency tree to exlude its own copy of these packages and rely on the refactored ones. Once that works, I’ll push the commits to the new repos for subsequent surgery before we make them public and actually adjust the IdP main branch and remove the old modules from it.
