Holding back:

* jcommander 1.82 as I assume the key issue is unresolved (we’re on 1.81)
* logback 1.4; we’re on the 1.3 series and 1.4 is for the Jakarta world
* testng 7.7.0; we’re on 7.5 and there are breaking changes (so much for semantic versioning)
* mockito 3.12.4: we’re on 3.9.0 and the later versions are signed with a new key I can’t easily locate. Obviously minimal value on the maintenance branch anyway, but we’ll need to find the key for the main branch at some point.
