Need to develop design and implementation for determination of security configuration and key material for the signature creation and validation, encryption, and decryption use cases.

We need to represent the results of these computations for use by the IdP's profile handler actions, and also a way to combine local configuration, metadata, and possibly other inputs together to produce those results.
