I don't have subtasks identified here yet, but this covers the general need to decide on whether to change the metadata API design or not and then to implement it.

I'm not convinced yet of the need to split the design into two parts, particular if the most important implementation going forward (on-demand metadata) is suggested as only using half of the design. That suggests we need to talk more about the problems we need to solve.
