Shibiboleth Service Provider Windows-only update to V3.5.2.1

The Shibboleth Project has published a Windows service release of the SP to update OpenSSL to address a raft of vulnerabilities published earlier this week. None are expected to impact the SP, but out of caution I updated the build.

The SP hasn't changed and only the Windows installers are updated.
