I had thought we honored brute force Requester rules for the CAS registry cases, but it's entirely possible that's not true.

If not, there's not really any other mechanism we could have used, which seems like a gap.

Once metadata is involved, metadata tagging is much cleaner to handle most standard release rules than constantly updating the filter policy file.
