That's simply untrue, anybody can request access. It's no different than any other bug reporting system, GitHub, etc, you get an account or use a social media login if you prefer.

Yes, it is, nor do you *have* to use a Google account, Atlassian supports local accounts as well.

Any Atlassian account can request access to Jira with their standard workflow (it even prompts you to do when you don't have access already)  and we grant it in less than a day.
