Jetty 11 is producing excessive number of threads

Sorry, I didn't see the bug report initially:

But I still don't know what else to say really. When none of our classes are even in the stack trace, that's not actionable. It appears to be Jetty's threads are hung up, but they aren't hung up in any code paths inside the IdP, you'd see our code in the stack.
