Here some more details I used, according to warnings in the output:
First, the start.ini is the $JETTY_BASE directory and not in $JETTY_BASE/start.d
The jetty service raised some warning about using start.ini, so I copied all content of start.ini in start.d/idp.ini
I also modified also $JETTY_BASE/webapps/idp.xml changing
Configure class="org.eclipse.jetty.ee9.webapp.WebAppContext"
to
Configure class="org.eclipse.jetty.ee10.webapp.WebAppContext"
and $JETTY_BASE/webapps/idp.properties to
environment=ee10

While I am not a Jetty expert either, it seems you have a lot of default options unnecessarily enabled.
If you have not already done so, the https://shibboleth.atlassian.net/wiki/spaces/IDP5/pages/3516104706/Jetty12 may help -- and provides a way to obtain a good example of "jetty-base" directory contents for configuring the IDP application.
The wiki page is aimed at those that have some jetty knowledge, so you may need to find a (non-IDP specific) jetty resource to assist as well.

I'm new to Jetty/Shibboleth IDP (and unexpert in java applications), while building a server with those, I got an error which I'm not able to resolve
When starting the application, the console is showing the error:
java.lang.ClassNotFoundException: org.eclipse.jetty.ee9.webapp.WebAppContext
I believe there is some issue with compatibility between Shibboleth modules and java environment or some missing jetty module, but cannot find a suitable way to fix it, so I'm asking help
