I don't know the APIs all that well, particularly when you deal with time zones. I suspect some amount of that could be done with Spring bean declarations, but that's a personal preference thing really.

I'm not sure why I didn't include some formatting helpers on the value class, but that's an obvious enhancement to make if you file it. Not happening soon, but we should probably do something at some point.
