Shibboleth iDP - Metadata Won't Load

We are attempting to get Shibboleth iDP (version 4.2.1) running on Red Hat Enterprise Linux (version 9.4), but have run into an issue getting the metadata to load. I have had a server admin look over the system & am told that Apache is running & operating correctly. The error displayed when attempting to view loaded metadata is: (http://localhost/idp/status) Server returned HTTP response code: 503 for URL: http://localhost/idp/status. Has anyone else run into this issue & what steps should be taken to resolve it?

We do plan to upgrade the Shibboleth version, Jetty version, & Apache version soon, but the goal was to get Shibboleth running on Red Hat Enterprise with our current versions first before making multiple changes (we are currently running Shibboleth on CentOS 7.9).
