consent not working in CAS

The feature to try and honor the results on the back-channel came later, it probably wasn't applied to CAS as nobody doing ongoing work on the code understands much about how the attribute features work in that protocol or under what conditions they get included.

If changing it is just an import then that's a simple fix, but none of us can really test it either, so we are quite conservative with changing it.
