Peter's referring to the legacy Shibboleth format we used for transient IDs when we created the concept to support attribute query usage. That one is entirely outdated.

As I have mentioned recently in some conversations, if I had realized that everybody was going to have more trouble with us reusing old constants from SAML 1 vs. just creating all new ones that meant the same thing, I wouldn't have done it.
