For better or worse, for things that aren't clearly a "must be fixed"
bug, I generally do a run by on the mailing list first to avoid
cluttering the bug database with a bunch of NOTABUG or WONTFIX issues… 
Although I suppose the trade-off is cluttering the mailing list with a 
bunch of "please file a bug report" responses ;).

I'm not sure what you mean? I was looking at the spec file included in 
the srpm package, which unless you are doing something really weird is 
by definition the one used to create the rpm package…
