NIH logins fail to detect MFA after DUO Universal Prompt upgrade.

We get this message periodically even with no flow changes. When we've
contacted the NIH Help Desk, we've found out that one more more SPs on the
NIH side are undergoing maintenance, etc.  So we just tell the users to try
back later, and it's always "self-resolved"
