Improving the IdP's startup time on tomcat

I've deployed my changes to run with unpacked wars and also disable
annotation scanning to a real system now. This gives a startup time of
around 23 seconds on tomcat9.
Running with unpacked wars makes by far the biggest change, taking over
three minutes off the startup time. The annotation scanning saved around 6
seconds.
I have not tried to disable TLD scanning. This looks like it could save
another 3 seconds but looks like it would complicate upgrades due to the
need to track jars.
