You're likely not looking at the whole log, you're cherry picking. The log is going to report that it couldn't parse the file at an earlier point or the file just literally isn't readable or in the right place.

> What XML namespace should be in the override xml?

The one that the element is defined in per the documentation and the existing configuration file. Nothing changes because it's a separate file, it's still XML and it's the same element, inline or otherwise.
