Neither, it's a "SSO does not allow for shared machines" problem.

The world is how it is, not how people wish it was, particularly how people that don't really understand SSO wish it was. I had to spend hours on calls with our Med Center last holiday season because they "discovered" this new problem that's been true for the entire time we've had SSO, including prior to Shibboleth being deployed. Only 27 years or so.

It is to some degree defensible for those people to be shocked at how bad things are, but it doesn't make them less bad unfortunately.
