Another possibility might, I guess, be an extremely old, forked web.xml file customized off of a very old IdP version and not carrying some of the later hooks for injecting beans on the classpath, which plugins require.

If there's a custom web.xml, I'd probably review your customizations and apply them to the latest copy out of dist/ to bring it up to date.

It would have to be very, very old to break things like this, but the symptom fits. It may be missing classpath:/<snip>/postconfig.xml references in some of the context config locations.
