trouble with status page in IDP 4, and tomcat 8

Well, it looks like switching to Tomcat 9 has /idp/status returning without
an error, so I might just call that my 'fix'.... It might just be that the
cache was cleaned out when I uninstalled 8.5 and installed 9, but, well,
moving to 9 was the next thing on my list anyway...
