How can Shibboleth act as IdP to Azure?

That's asking how to use Azure as an SP and the documentation for that (on this side) is literally entire IdP documentation. That's the normal use case for the IdP. You give it metadata, ultimately, as that's how you make any SP work.

As for what has to be done on the Azure side, that's obviously not anything I can address and I suspect that's what you're really asking.
