In my case, when upgrading from IdP 3 to 4, I had to completely uninstall the older version of Java first, then install Java 11, then do the upgrade. That may or may not be the issue in your case, but might be worth a try.

You’ll need to check the log provided by the MSI installer (given that it’s the MSI bit that’s failing
C:\> MsiExec idp./lv* log.log /I the_msi.msi
