Thanks Rod,Scott,

	I've confirmed the user had Locale set to C.UTF-8 in the vpn client
and setting it to en_US.utf8 sorts the issue.  

We're running 4.2.1 so I've filed a Jira at shibboleth.atlassian.net.

That line in particular is about what Spring thinks the locale is, not what
the browser thinks.  So stuff like "&lang='foo'" on the URL or a locale
stuffed into a cookie.

Either way these should be escaping so if you put a JIRA case in I'll make
sure it is logged more appropriately.
