That line in particular is about what Spring thinks the locale is, not what the browser thinks.  So stuff like "&lang='foo'" on the
URL or a locale stuffed into a cookie.

Either way these should be escaping so if you put a JIRA case in I'll make sure it is logged more appropriately.
