Ah, I think this is the issue. I didn't realize the option could be used 
either at the top level or at a per MetadataProvider basis. I only saw 
it listed at the top level in shibboleth-2.0-native-sp-config.xsd and 
missed the documentation for it on the wiki on the page 
https://shibboleth.atlassian.net/wiki/spaces/SP3/pages/2063696005/XMLMetadataProvider. 
I see that in the schema MetadataProvider is defined as the type 
PluggableType which basically allows anything to parse so it's not 
listed explicitly in the schema for metadata purposes.

I will follow up and have them try the option in the proper place for 
this functionality and see if that clears things up.
