Trouble Converting IdP to Duo Universal Prompt

Wow, thanks Scott!  It wasn't duo-authn-config.xml but your suggestion
had me check the file size of other files.  We had a zero byte 
duo-oidc-authn-config.xml -- not sure how that happened.  I copied in
the file, as shipped and it now works.

A completely absent file would probably work, but not an empty one. We don't install it empty.
