Trouble Converting IdP to Duo Universal Prompt

Hard to say, it sort of looks like you have a file that shouldn't be truly empty that is. Like it installed duo-authn-config.xml and somebody cleared it out instead of just leaving it "Spring empty", which is not at all the same as "empty empty". A completely absent file would probably work, but not an empty one. We don't install it empty.
